Even if the flavor concentrate is nicotine-free, if its primary purpose is to be mixed by an end-user into a solution that will (or is very likely to) contain nicotine and be vaped, the concentrate itself is regulated as part of that nicotine delivery system.
- Comprehensive Warning System: This approach aims to ensure that consumers are warned about nicotine's addictiveness at various points of interaction with products associated with vaping. It prevents a scenario where individual (0mg nicotine) components are sold without warnings, but the final product assembled by the user for an ENDS contains nicotine.
